What to search for when wanting to hire a Web Designer

The first thing in mind is Photoshop but is there there any more important must-have programs an website designer must know?

What would be more important would be an understanding of how the Web works (in other words, that it's different to designing for print), and an ability to create appropriate assets. While many Web designers use Photoshop, it's only a tool and ther are other software choices. Unless you have a specific need for Photoshop skills, concentrate on the results, not the tools used to prodduce them.

Also is there some range of fee for such work?

Unfortunately, that's rather like asking "how long is a piece of string?". The answer will depend on various factors, not least of which being location. What is an average charge in one country may seem cheap in another, and very dear in a third.

I'm still not really clear what you're looking for, though. A Web Designer would normally design the entire page and layout, but from what you're saying, it sounds as if you have a design in mind and are just looking for an artist to create assets.

Who is going to build the site - yourselves, or a Web Developer? If the latter, then presumably they could give you guidance in these matters - especially if a basic design/layout has already been agreed.
