Is web design dead?

Conny Liegl wonders if, as the web grows up, web designers are becoming obsolete

When I was 25, I did not have my life figured out at all. I was in a state of flux, with a mind that was constantly being filled with new ideas. Now, at 34, I see a lot of my own 'awkward 20s' in the development of the world wide web.

Designer roles

Since it started life in 1990, the web has been constantly learning and changing. Thanks to social media, website building services and WYSIWYG editors, the web is becoming less and less dependent on web professionals. We can no longer hold on to the way things used to be when we were 'web masters' , exclusively responsible for publishing content.

The need for design innovation has shrunk significantly. Conversion rates and return on investment dictate designs that balance novelty with usability. Standards and frameworks try to bring order to the chaos of the internet, and help users digest content by using familiar structures.

PageCloud, which calls itself 'The world's most advanced web editor' , launched in November. With it, users can basically save a copy of any website, making any element editable. From this, they can build the website of their dreams, based on others' work.

If this still seems like too much work, why not have a website just build itself? Enter The Grid, which recently launched in beta. For this website builder, designers have manually built a pattern and design library that is used by an AI to create a web page. Users drag and drop content into a minimal UI and set some parameters, and the AI places the elements onto the page, crops the images and creates a colour palette.

There are plenty of other threats to websites, too. Facebook pages are an easy place for small businesses to share updates and offers with their clients. Mobile apps offer a handy, straightforward alternative to websites for users on the go.

Google's Universal Search also seems to be aiming to make third-party websites obsolete altogether. Typing in 'Flights SFO NY' results in an overview table displaying various flight options, along with prices. If you have an upcoming flight Google will even scan your emails and display the itinerary on its search results page.

The web is becoming less and less dependent on web professionals. We can no longer hold on to the way things used to be when we were 'web masters

What's left?

The good news is that us web designers are not completely obsolete yet. However, in a potential future scenario AI software may learn autonomously, improve its algorithms, perfect frontend web coding and develop new design principles and pattern libraries across the web, with no human input whatsoever. If web designers want to continue offering value, we must engage in different fields, and grow our skills.

  • Content is king: In a world of self-designing sites, deliberate modular content will continue to be the deciding factor for a successful web presence.
  • UX: Part of an outstanding UX is the holistic integration of UX principles to achieve consistency across platforms.
  • Brand identity: While machines might be able to make design decisions based on patterns and libraries, creating a brand identity will always include humans.
  • Emotional design: An important part of UX and brand identity, emotional design increases customer loyalty.
  • New interaction patterns and devices: New ways of interacting with devices are constantly being created: finger and hand gestures, eye tracking, even mind reading. And our gadgets are getting smaller or even wearable, and starting to blend in with the real world.
  • Web ethics: In the digital world that constantly surrounds us the difference between persuasion and manipulation is subtle, and these boundaries need to be clearly defined.
  • Web copyright: It is still easy to inspect and copy the source code of nearly every website. The area of web copyright is growing in importance as new tools make it easier to reverse engineer or simply copy content.
  • Accessibility: The majority of the web is still not accessible for millions of people with disabilities. It is our social responsibility to improve this situation.
  • Modern web designers are confronted with the most disruptive technologies yet, that could potentially replace our field. We have to adapt to succeed in this new reality: our 25-year-old is starting to live a more independent life now.

    1. Updates from Microsoft: Surface Studio & More

    This week, Microsoft announced its new Surface Studio all-in-one desktop, an upgraded Surface Book, and another Windows 10 update known as the "Creators Update" coming in Spring 2017.     2. The New Macbook Pro

    For those who aren't Microsoft fans, we heard some compelling news from Apple as well: a new Macbook Pro is on its way. Lighter and smaller than its predecessors, the model was expected to be released this summer, but the release was delayed until this month. Particularly interesting is the new "Touch Bar," an option that will be released on models in the next few weeks and functions (arguably) similarly to an Apple Watch. Learn more here.

    3. The Death of Vine (and the Fake Bid to Buy It)

    You probably heard that Twitter is discontinuing Vine, its platform for making short-form, looping videos (like a gif with sound, but a little more cumbersome), has been overtaken by Instagram and other platforms with more flexibility. What you might not have heard is the fake bid to purchase it from an unlikely source. The Verge wrote up an interesting piece about the cultural phenomenon that evolved from the use of Vine—and the reasons why it failed.

    4. Google's Jamboard

    Google recently unveiled its new Jamboard, 55-inch digital whiteboard on wheels intended a tool for meetings that offers features like a giant touchscreen that you can write and draw on, as well as pulling up spreadsheets and other documents from Google Drive. Personally, I'd be more interested in seeing what it could do for education. More details here.

    5. Xiaomi's Mi MIX

    The new smartphone Mi MIX by Xiaomi presents the possibility for an actual Apple competitor in the smartphone space—and apparently it's even better in terms of design and hardware. The announcement came on the very same day as Apple's announcement that its revenue had declined for the first time since 2001.     Bonus: MondoCon Poster Madness

    As a devourer of films and magnificent poster art, I spent 365 days a year dreaming of MondoCon (with a logo design by Aaron Draplin for the 2016 conference).     Top 15 Tools for Lazy Web Designers

    Web designers have their hands full these days because the design of sites is developing quickly. Now, a site that works should not only look good but provide a consistent user experience across different browsing devices and have responsive layout. These requirements are among the main ones when it comes to designing websites now and they also have certain demands to the designers.     Making the Web Accessible for Everyone With Inclusive Design and Diverse Personas

    The importance of creating a web that is accessible to anyone and everyone has always been emphasised by the inventor of the World Wide Web itself:

    "The power of the Web is in its universality. Access by everyone regardless of disability is an essential aspect" – Tim Berners Lee

    This article will therefore explore how we can better understand accessibility and people through the use of "diverse personas" in our design process, helping us make products that are more inclusive of the wider market. We will see how accessibility can affect anyone at any time in their lives, and how disabilities are in fact very common. 

    For instance, even a sports injury such as a broken wrist can be classed as a disability, bringing with it accessibility issues, as the person may now struggle to use a computer mouse. 

    First though, since accessibility is often confused with usability, let's start by looking at the difference between the two.

    Accessibility vs. Usability

    In short, "accessibility" ensures people with disabilities can access the same information from a system as everyone else, and also get the same benefits. Whereas "usability" is a quality attribute that measures how easy a user interface (UI) is to use.

    The difference here is important, because if a website is not accessible, usability cannot even exist, since a user experience is not possible. As DigitalGov put it:

    "usability depends on accessibility" – DigitalGov

    This highlights that a great level of accessibility can be a solid foundation for good usability, and a better product for everyone. The W3C (World Wide Web Consortium) provide a more complete definition of accessibility when it comes to the web:

    "For the web, accessibility means that people with disabilities can perceive, understand, navigate, and interact with websites and tools, and that they can contribute equally without barriers." – The W3C

    Accessibility Can Affect Anyone

    It's important to note that a "disability", in the definition above from The W3C, isn't just limited to blind people using screen-readers, as lots of us can be quick to jump to. Actually, disabilities also include a wide range of impairments.

    In fact, Adobe state that nearly 20% of the U.S population have a disability, and almost 75% of people over the age of eighty do too. The broader concept of what can be classed as a disability means that accessibility can affect almost anyone, as shown by the following common disabilities:

  • A visual impairment can also be color blindness, or limited vision–something which can easily happen as we grow older.
  • Disability categories (according to Adobe) also include temporary disabilities, such as a broken wrist that makes it difficult to use a mouse.
  • Paul Boag adds that we can all suffer from disabilities at some point in our lives through events which are often unavoidable, such as sports injuries, minor operations or every day accidents.
  • All of this highlights the importance of including accessibility in the design process, as doing so enables us to create products that work for a more diverse set of people. A notable approach on incorporating accessibility into the design process is through "inclusive design" (also known as "universal design", or "design for all"). Let's now explore how inclusive design is useful, and ways of applying it.

    Introducing "Inclusive Design"

    If a product is to be accessed by a mainstream audience, such as on the web, an inclusive design approach ensures that the needs of the widest number of consumers are met when creating a product or service.

    As outlined by the W3C, inclusive design applies to "all people whatever their abilities, age, economic situation, education, geographic location, language, etc." So by addressing the needs of the widest possible audiences, inclusive design overlaps with web accessibility, ensuring products are accessible to everyone.

    Improving User Experience for Everyone

    A great benefit of inclusive design is that it not only improves a product's user experience for those with disabilities, but for everyone else too. For example, an accessible website is likely to be easier for everyone to read, not just someone who is partially sighted.

    The W3C emphasise this when saying that 

    "accessibility overlaps with other best practices such as mobile web design, device independence, multi-modal interaction, usability, design for older users, and search engine optimization (SEO)." – The W3C

    Now we know what inclusive design is, we can look at how to design for inclusivity, by using "diverse personas".

    Diverse Personas for Inclusive Design

    A persona is a generalised representation of a typical user of your product or service, and is usually based on research carried out on real people that can validate any possible assumptions made.

    Personas can evolve with accuracy throughout the design process as new research emerges. They can be important for validating design decisions, prioritising features, and guiding your team. Here is an example:

    As seen in the example, a persona can be made up of the following attributes, which help to create an imaginary person:

  • Name: naming your persona makes them more real, and you may even find your team referring to the user through this name.
  • Motivations: why would the user use your product?
  • Goals: what do they want to achieve, and how can your product help?
  • Frustrations: what problems does your user have with certain tasks?
  • Demographics: age, gender, location, occupation.
  • Picture: giving the user a face makes them more real and relatable.
  • Quote: what memorable quote sums up your user and the problem you want to solve for them?
  • The more realistic a persona is, the better your product can be, which is why it's important to create diverse personas. As explained throughout, disabilities are fairly common, so overlooking them can lead to a lot of user frustration and exclusion–which in turn can reduce the commercial success of a product (as explained in The Inclusive Design Toolkit by the University of Cambridge).

    Diverse Personas

    Diverse personas can help us understand how people with disabilities might use products differently, or interact through different means.

    The pyramid model of diversity shown below can help benchmark the range of disabilities that are reasonable to target for inclusive design. The model shows how ability can vary within a population, starting from people with no difficulties, moving upwards to severe difficulties.

    Whilst the pyramid aims to include the less able, it's accepted that this can be difficult with those at the very top of the pyramid needing more socialist solutions.

    Making a Persona Diverse

    Referring back to the persona example of a user called Jerry Jones, it's noticeable that there is no mention of the user's ability (or disability). Therefore, to make the persona diverse, we can add the extra attribute, "ability". Whether Jerry has a disability or not, this ability attribute can help start us to think about inclusivity, when creating personas for different users. As well as ability, the following attributes can be added to encourage more diversity in personas:

  • Ability: the level of ability the user has–do they have any impairments?
  • Aptitude: how experienced is the user with the web? Do their abilities create any specific difficulties when using a computer?
  • Attitude: what are their attitude towards life, or towards the web?
  • Access points: does this user need assistive technologies to access the web?
  • Modifying the example persona of Jerry with these attributes would result in something along the following lines (see the additional attributes on the right):

    By considering these additional attributes in the persona, we can see that Jerry suffers from eye strain, and relies upon keyboard input, as opposed to using the mouse. This provides leverage to make certain design decisions with regard to input, making the end product more accessible to the wider audience. 

    Let's now go a bit deeper into deciding upon the type of abilities to look for when creating diverse personas.  

    Start With Ability

    When adding the user's ability to create diverse personas in web accessibility, we can start by considering the impairment categories outlined by W3C:

  • Auditory
  • Cognitive
  • Neurological
  • Physical
  • Speech
  • Visual
  • After the ability is defined, it can often help us understand the other attributes listed above. For example, if the user has an upper limb impairment, they may be unable to use the mouse input, and be better suited to use a different input device such as the keyboard.

    Consider the Level of the Disability

    The level of the disability can range from mild to severe, and can determine the difficulties the user faces when using a product or service. Here are a couple examples of the range of disabilities that are possible for a couple of the impairment categories listed above:

  • Auditory disabilities can range from one ear to both ears, and from "hard of hearing" to "deafness".
  • Physical disabilities can include limitation of muscle control (e.g. causing involuntary movement), joint problems (limiting movement), or missing limbs.
  • Cognitive disabilities can impact how well people understand information. They involve any disorder in the nervous system, affecting how well people can hear, move, see, speak and understand information.
  • Understand the Barriers Created by the Disability

    Each disability can bring different types of barriers and aspects that must be considered when designing for inclusivity.

  • Auditory barriers can include all types of audio content, meaning videos that make great use of sound become inaccessible to the user.
  • Physical barriers may include websites that don't provide full keyboard support, or unpredictable navigation systems.
  • Cognitive barriers may include page layouts that are difficult to follow, or large amounts of text with few useful images to aid understanding.
  • A complete list of disabilities and barriers can be found in the W3's guide on Diversity for Web Users.

    Consider Assistive Technologies and Enhancements

    When people are faced with barriers due to their level of ability, lots of common yet simple enhancements exist that can make a product accessible.

    For example, enhancements used to close auditory barriers include adding captions to videos, or using transcripts that can be read instead of listened to.

    As previously mentioned, such improvements not only help those hard of hearing, but often improve the user experience for everyone, as highlighted in this article by Hubspot, titled Why Your Facebook Videos Need to Be Optimized for Silence.

    They argue that there are situations where people (regardless of their level of ability) will not watch videos with the sound on, such as in a public setting. In these situations, subtitles make the information conveyed by sound accessible to the eyes. In fact we have started to see this in many videos today, as shown in the following image:

    Melbourne startup Foxley helps web designers build their businesses and work smarter

    For freelancers across various industries or those venturing out into starting their own businesses, the job skills are there and ready to go, it's handling the business side that poses difficulty, because it's something they've never had to think about and have no training in.

    Having faced this problem herself and seeing others go through it, designer Bianca Board decided to come up with a solution: Foxley, a platform looking to help web designers build a profitable business and do work better.

    "Some designers just want to work a few days a week from home and have enough money to take their kids to Disneyland, other people want to build a seven figure million business with lots of staff, and we look to help all of them, no matter where they're at," Board explained.

    To help designers start up businesses and get work done better, the startup has created two platforms, Foxley Business and Foxley Site Builder. As the name might suggest, the Business platform looks to help designers set up and run their business through online courses. As well as content, participants are provided with tools and roadmaps to help them get their systems up and running.

    Site Builder, meanwhile, looks to help designers build smart websites faster. Like WordPress and Squarespace can be drag and drop systems, Site Builder lets designers put together websites without code. Where it really differs, however, is in its marketing and SEO scorecard system; it has an underlying engine that tells the designer and their client what game they need to play, essentially, to reach their objective on each page.

    "This scorecard built into every page tells the user what to do to get more traffic or convert traffic into a lead, or a lead into a customer through setting up nurturing campaigns and so on that happen after that first interaction.

    "It's like having a marketing expert, SEO expert, and developer sitting on your shoulder telling you what to do; it's what the world is doing now through service-based consultancy businesses, in one platform, so the designer can bypass everyone else and do it themselves," Board explained.

    The idea came to Board after years in the industry. In her previous business, Web123, she ran a program to teach designers how to build websites. What she found is that you can pick up how to build a site in a couple of months, but learning how to run a business is another story.

    "They're designers first, business people second. Obviously, when you go out freelancing or start your own thing, you don't learn the business skills in design school," Board said.

    Foxley Business has created sets of 12 week-long courses, going through everything from systems, workflow, processes, marketing campaigns, sales strategy, and so on.

    The first course helps designers to set up a system to easily generate clients: the platform gives them the whole system ready to go, essentially plug and play, with participants then mentored in a group learning environment online each week. To keep progressing through the course, participants must submit their work each week.

    The idea for Site Builder, meanwhile, came from simple frustration. As a graphic designer, Board said she got so frustrated dealing with developers and them going missing in action, as well as the limitations of tech, that she wanted to build something to automate development.

    She began working on the idea around seven years ago, after which she had other designers asking to use the software. From that point then came the issue of how to build effective websites.

    "We built the program and realised everyone out there is designing great looking sites that don't do anything for the SMB owner. It takes months even with the software to build effective websites, but people don't have time to learn, so how can we skip that?" Board said.

    "It's not just like creating another pretty site, which the world is already full of, that don't generate an ROI. We give our designers the tools to build effective ones."

    The development of Foxley was initially funded through Web123. After 12 months, Board said "the timing was perfect" to go out and raise capital.

    "Everyone was getting sick of websites not working," Board said.

    Foxley started the capital raising process in November; having raised around $1.6 million so far from its leadership team and other investors, it is now setting up to launch Foxley Business at the start of November, and Site Builder next year.

    The funding has helped get the startup through a difficult development. Foxley initially had a team offshore, before switching to using a blend of local freelancers, contractors, and full time staff.

    "Not being a technical person myself, I've had to rely on other people and you don't always get the right advice from people," Board said.

    "If have any advice, it would be to keep asking why every time you get an answer, keep asking why, until you're completely confident that's the right way to go."

    There are around 1,000 designers worldwide signed up to Foxley's waiting list waiting for launch. Board explained the startup is targeting three kinds of potential customers: designers that are moonlighting, those still working for someone else but thinking of starting their own business; the freelancers who have been going at it themselves for a while but haven't quite figured out the business side; and the heavy hitters, those who have been in business for a while but need help with scaling.

    Board is also confident that, rather than being competition, design firms can become big users of a white labeled Site Builder platform.

    "Foxley is not only code free, but because it has all the marketing and shortcuts built in, it allows you to save around 90 percent of the time building a site, which obviously cuts down the cost," Board said.

    According to the latest IBISWorld report on the Australian web design industry, though the space is worth $1 billion, no single player is estimated to generate more than five percent of industry revenue due to the high labour intensity of web design work; this means it can be hard for businesses to make a significant profit.

    "A lot [of firms] have indicated they want Foxley so they can do the $5,000 websites for clients. At the moment they have to knock clients back all the time, because they can't do websites for less than $15,000."

    With the launch of the Business platform imminent, Board said Foxley has some "pretty aggressive user targets". To reach them, the startup plans to start doing events in the US over the next year.

    1 Implementation and design of Cool'n'Project - web-based project management software I. Špeh Virovitica College, Virovitica, Hrvatska Abstract - In this paper, a web-based Project Management Information System (PMIS) application aimed for project tracking, monitoring and analyzing in local government units is described. This tool is used to collect, combine and distribute information about projects across different enduser devices. Projects are categorized into groups based on the project type, financing source, maintainer, deadline, priority and several other attributes. Each project is presented in a GUI with tabs that are filled with real-time data and information about project status and achievements, tasks, schedule, go-location view, gallery, phonebook and timeline. Employees of a local government unit have different roles and abilities in a specific project in which they participate. Project managers are provided with decision-making support needed in scheduling, controll ing and organizing a project. During the project execution phase, the project management team collects information, files, images, reminders, contacts and contact history information into several databases. At each project phase, different types of reports and diagrams are available. This type of a Project Management Information System tool is developed by the local governments need to track a large number of projects*. INTRODUCTION Multi-project environment features can be recognized in local government units which handle with a large number of projects. The multi-project environment is defined as a setting in which project managers and project members are participating in several projects at the same time. In organizations that are engaged in many projects simultaneously, management is faced with multiple challenges in resource planning, prioritization and monitoring [1]. Proble ms in managing multi-project environments are the improper implementation of the pre-project phase, infrequent project-progress monitoring, no defined owner, lack of information on projects, inadequate flow of information across the organization, inadequate project activities, unclear roles and responsibilities, improper information distribution and many others. These problems can lead to longer project execution time or even failure of the specific project. [2] The use of Project Management Information System (PMIS) is considered advantageous to local government leadership because of the contribution regarding project success [3]. The implementation of PMIS in a multi-project environment may help accomplish a realistic project assignment, which is an effective strategy when handling multiple projects [4]. Project Management Information Systems can be defined as tools and techniques used in the management of simple or complex projects. It can be described as an electronic informatio n system used to plan, schedule, control, report, communicate, forecast, and handle cost for most aspects of a project [6]. Therefore, PMIS should provide project managers with decision-making support for planning, organizing and controlling project [5]. For efficient work performance among team members, PMIS supports three basic functions [7]: communication PMIS delivers related knowledge and information promptly between members of the team; collaboration PMIS supports an active cooperative management system among the members; community PMIS supports the accumulation of related information and data through information sharing. During the project and following completion, large volumes of information is generated. Any project will involve huge volumes of drawings, photos, documents, e- mails, with multiple versions arising throughout the lifecycle of the project [8]. PMIS provides the framework for collecting, organizing, storing, and processing project information. It provides the basis for assessing the status of the project with respect to time, cost and performance goals and objectives. Project management software has become a prerequisite to manage projects more efficiently and effectively, and to aid project managers in their decisionmaking. With an estimated $255 billion being spent on IS/IT applications annually, it is significant that Information Systems projects should effectively manage. [9]. Although projects are most often used in information technology (IT), software and development, business process reorganization and research and development [10], constantly growing the number of projects in local government units and local project management organizations makes them one of the most important factor in community development. Among various IT solutions, the web-based PMIS has been highlighted because of its strong advantages [7].     2 government. The application is currently in use at several local government units in Virovitica-Podravina county. The aim of described web management application is to track projects with a large number of participants and low dynamic. In most cases, a local government unit has a large number of projects which have been created over the past few years. Using described web application local government employees are able to get information about current project status and other project information in just a few seconds. There are dozens similar web applications available online like Aceproject and Teamwork, LiquidPlanner [16]. Main differences between alternative applications are: Low cost - problem lies in the fact that similar applications are most often not affordable to local government units Language - low-level of foreign language skills for most employees is most often the reason why similar application are not usable. Different end-user devices - most of the similar applic ations are executable, so additional installation is required. A web browser and Internet access are only requirements for using this application. II. ARCHITECTURE An architecture of the web application can be described as a client-server three-tier architecture in which the graphical user interface (presentation layer), application functions and logic (application layer) and computer data storage (database layer) are developed and maintained as independent modules, on separate platforms. Presentation layer functionality of HTML-based graphical user interface has been extended with custom javascript/jquery functions and several plugins of which most used and most important are jquery datatable for display data in functional tables, parsley for validating data, datetimepicker, selectpicker and other bootstrap friendly jquery plugins. Using AJAX for communication with Apache web server features of a single page application are achieved. When a user action generates a client call to re trieve new data, the server only returns view fragments. This means that is possible to update parts of the application, without reloading entire viewport. At the side of design, the responsive bootstrap framework is used. Ajax request sent by the client is received on the application layer with PHP scripts. There are three types of PHP scripts: 1) PHP script that handles users actions used for inserting, updating and deleting data from data server 2) A PHP script that prepares data after a request for data is received, this type of script is used for connecting and retrieving data from MySQL server which is then encoded in JSON format and sent back to client 3) configuration PHP used for manipulating with session storage, database connection and other application configuration variables. On the database layer, there are several MySQL database servers where information is stored and retrieved. Data in this tier is kept independent of application servers. There is the database used f or configuration storage, data storage and domain with users storage. A domain stored in users database is an organization (public administration unit) with users (employees) which have access to the application and can share projects with each other. III. RELATED WORK In the project management literature, the definition of the project has been discussed by numbers of literature. One of the definitions defines projects as a temporary (definitive beginning and definitive end) endeavor undertaken to create a unique (projects involve doing something that has not been done before) product or service [8]. In the presented PMIS, a project is defined as a logical framework within multiple project activities can be defined. For example, generic types of project in local government unit can be an organization of city festival, restoration of city buildings, education of older city population or improving city traffic infrastructure. These projects consist of several activities which need to be accomplished. After activities are finished, the project can be closed. Project portfolio Every project is described with several attributes which can be defined during application usage - project title and description, type, category, deadline, finance sources, maintainer, status, priority, geographic location and visibility type. The class diagram with main project attributes is shown in image 2. These attributes are defined through web form during project creation. After information is saved, the new project portfolio is available. Project type and category during testing application, a feature that enables filtering has been implemented in application because of the need for project list wich contains projects which have something in common. Some of the key filters are project type (local, county, regional, state..), project categories (IT sector, sport, culture, education...), project priority (low, medium, high), project value and project deadline. Deadline - Each project might have a specific deadline, or require completion with a certain time frame. While it might be difficult to know the exact moment a project will finish, allowing additional time can give project members additional flexibility. Project deadline is defined while creating a new project through datetimepicker and can be changed in edit project form. Every project has certain phases of development known as life-cycle phases [13]. Dividing a project into phases makes it possible to manage it in the best possible direction. There are different approaches to project phases some claim there are 3 phases to a project while others say it's 5 [11]. Projects in presented PMIS could have following phases: Project planning phase project is named, defined and treated as an idea. The goal of this phase is to determine whether or not the project can be completed, is it feasible, who are possible partners, who are in the project team and what should result be. Project execution - project teams are performing their tasks and act ivities defined in the planning phase. Most of the project documents and information are collected in this phase. Project closure a project is formally finished in this phase. After project tasks are completed and the project goal is reached, the project can be moved to archive with finished phase turned on. Project phase is shown in project table as a flag indicating current phase.     maintainer, status, priority, geographic location and visibility type. The class diagram with main project attributes is shown in image 2.

    4 Image 3. Application GUI Project visibility determines what kind of project team will be. There are three types of visibility public, custom and private. If public visibility is selected, every member of the domain will be part of the project team. When creating a project user can choose specific users or entire department if custom visibility is chosen. And finally, the user can have his own project for a private purpose. After choosing project visibility, project manager and project members can be selected from dropdowns. A specific user role is assigned to every project user, where the role can be generic or custom from different project management functions (administration, planning, design, data management, technical support, communication marketing) [14]. Project location geographic latitude and longitude are used for showing project(s) on google maps as shown in image 4. In the current version of this software a risk management is not included, but certainly it will be in cluded in next generations. B. Project tabs Project portfolio is made of tabs containing a different type of content which is populated during project execution phase. Each container listed below provide different type of project information: Project Info quick overview of basic project information such as current status, description, value, finance sources, maintainer, project team and deadline; Activities every project has fragments (or phases) which need to be completed for successful project closing. These fragments are called project activities. Tasks tab containing decision-making support where project manager and project team can assign tasks to each other Contacts phonebook of particular project Location geographical presentation of the project with google maps as background Files document repository of project Gallery images and photos organized by project activities Reminders if some meeting, task or some other project obligation it could be useful to set a reminder to not ify project team about it. These containers together with project row in the main table make project portfolio. Project tabs can be expanded with more option, such as Gantt diagrams or finance analyze, which will be included in next version of the application. During the project execution phase, decision-making support through Workflow Management System (WfMS) in project activity tab is available. Workflow system partially or completely automates of a business process, in whole, or part, during which documents, information or tasks are passed from one participant to another for action, according to a set of procedural rules [15]. Configuration of task types is stored in configuration database with following parameters: A number of phases task type can have more than one execution step task phase. Every working procedure must have at least one phase. Owner after defining activities, the project manager can assign a task to project members after which he becomes task owner. Worker every phase has assigned user who is responsible for executing it. The worker can be a specific member of project team, or alias name, for example, head of the department. Deadline a final time that a task must be completed by. Indicators of deadline are shown as progress bars. The closest the deadline is, deadline bar is turning his color into red. If deadline of the task has expired, can be sent at specified time of a day. Actions task phase has predefined actions that worker can choose as the result. According to chosen action, the task is closing or moved to next phase, next worker . Typical types of worker actions are approve task is moving to next phase (or finished if the last phase is active), reject worker is rejecting task, forward worker is forwarding current active phase to another worker, cancel owner can cancel the task or postpone - owner can reschedule tasks. So, in the project task tab project manager can assign a task to specific project activity and specific project member. Task creation and deadline is visible in project calendar and in worker/owner table of tasks. C. Implementation The process of implementation Cool-N-Project software in local government units can be divided into 5 basic phases: analyze, design, build, realization and support. After identification of processes in units, functional specification containing visual identity, hardware requirements and database design is published. According to functional specification, programming team developed an application which was published in cloud surround. Using cloud surround additional costs for hardware infrastructure and hardware maintenance at each local government unit are avoided. Once the application is published, difference tests are performed. According to test results, upgrades are made on the application. During realization phase, users (local government unit employees) are trained and additional functions are added in application functionality. Every local government unit inside the system is presented as a domain with a unique identifier and assigned administrator, users and default settings. Respondents are employees of local government units from Virovitica-Podravina county.     6 Development of described application started in The first version was published after 6 months in several local government units in Virovitica-Podravina county. In the literature review of project success, one of the critical success factors of the project is time [7]. To improve time efficiency of project management several features are developed or included as a plugin in the application. More than 60% of respondents confirmed that using this type of application time efficiency is improved. Users are asked to write down additional functionality which cannot be found in current versions. These are submitted changes: Integrated SWOT analysis tools Timeline News feed from the projects Enrollment of users in multiple projects Improved project portfolio Improved project search Risk management Only 10% of respondents said that this type of application is unique. As mentioned in the introduction there are many other web applications which can provide similar functionality, but in mos t cases they are not affordable to local government units, so users are satisfied with the price. CONCLUSION In this paper, a web-based application aimed for project tracking and monitoring used in local government units is described. The need for this type of application is derived from the fact that local government unit has multiproject environment characteristics. In such organizations management is faced with multiple challenges and problems in project execution phase which can be solved or, at least, less complicated, using this kind of application.
